Lee County Roadwatch Report

1. Road Work/Maintenance/Improvement

US 41/Cleveland Avenue from Winkler Avenue to SR 82/Dr. Martin Luther King Jr. Boulevard. Construction project: Crews will be installing and relocating utilities and constructing medians on US 41/Cleveland Avenue from Winkler Avenue to SR 82.

• Expect Edison Avenue and Cortez Boulevard closed on the west side of US 41/Cleveland Avenue.

• TRAFFIC SHIFT: Motorists should be prepared for a traffic shift switching northbound and southbound traffic from the west side to the east side of the roadway.

• Motorists should expect side road closures from Winkler Avenue to Victoria Avenue throughout the duration of the project.

• Motorists should expect intermittent northbound and southbound lane closures and detours on US 41/Cleveland Avenue during daytime and nighttime/overnight hours Monday through Friday throughout the duration of the project.

Additional work includes installing drainage structures, pedestrian signals, upgrading signals and lighting, and resurfacing existing highway. The project will be constructed in three segments. Each segment will have most of the construction completed prior to moving to the next segment. Crews will work on the west side of the road initially and when that work is completed, they will shift to the east side of Cleveland Avenue/US 41. The expected project completion is late 2023.

Burnt Store Road from Tropicana Parkway to Pine Island Road: Motorists should expect temporary southbound traffic diversions from 7:00 AM to 7:00 PM. This project consists of widening Burnt Store Road to four lanes. The project also includes construction of a new bridge over Shadroe Canal, drainage installation, and lighting. Motorists should expect intermittent Northbound and Southbound Lane closures during nighttime/overnight hours, weather permitting. Motorists should use caution while driving in the area. This south segment from Tropicana Parkway to Pine Island Road costs $13.6 million.

Crystal Drive (Plantation Road to US 41) Water Main Improvements (ROW 2022-00020): Beginning April 4, 2022, contractors for Lee County will install new water main beginning on the west side of Plantation Road just south of the roundabout with Crystal Drive, then install the water main on the south side of Crystal Drive from Plantation Road to US 41 to tie into a connection point on the east side of US 41 just south of Crystal Drive. Crews will also install water main from a connection point on the east side of US 41 near 12499 Cleveland Avenue (PDQ). Then continue east to Austin Street and west under US 41 to the north side of Brantley Road and tie into a connection point between Pine Grove and Brantley Pines driveways. Crews are expected to work 7 AM to 7 PM. This project is expected to be completed in summer 2023. Drivers, pedestrians and bicyclists should use caution and be aware of construction equipment and vehicles entering/exiting streets in the project area.

Sidewalk and Driveway closure along Crystal Drive between 12255 S Cleveland Avenue and 2378 Crystal Drive: Beginning 7 AM through 5 PM Monday, August 7, through Saturday, August 12, 2023, crews will close sidewalks and driveways for water main crossing.

Sidewalk closure along Crystal Drive between 12270 Metro Parkway and 12290 Crystal Commerce Loop: Beginning 7 AM through 5 PM Monday, August 7, through Saturday, August 12, 2023, crews will close sidewalks and driveways for water main crossing.

Sidewalk closure along Brantley Road between Brantley Pines and Cleveland Avenue: Beginning 7 AM through 5 PM Monday, August 7, through Saturday, August 12, 2023, crews will close sidewalks for water main crossing.

Corkscrew Road Widening Project – Phase I Construction Project: The project widens Corkscrew Road to six lanes from Ben Hill Griffin Parkway to Fire House Lane, and to four lanes from Fire House Lane to Bella Terra Boulevard. The project includes adding on-road bike lanes, some sidewalk, installing new drainage, and constructing a wildlife crossing approximately 1000 feet west of the entrance to Cypress Shadows Boulevard. This crossing will coincide with a regional flow-way that crosses Corkscrew Road at that location. The Village of Estero will be installing shared use paths, lighting, and landscaping as phasing allows. Drivers, pedestrians, and bicyclists are urged to use extra caution when traveling through the work zone. Please be aware of shifts in travel lanes and bike lanes, sidewalk detours, miscellaneous turn lane closures, and uneven pavement throughout the project.

Please use caution and drive with courtesy and patience throughout the project area. Residents are entering and exiting communities on both sides of Corkscrew Road.

FOR EVERYONE’S SAFETY, PLEASE STAY OUT OF THE ACTIVE WORK ZONE.

• Crews will be pouring sidewalk in the vicinity of Stoneybrook Golf Drive. Pedestrians should continue to expect the sidewalk on the south side of the road to be closed. The Village of Estero is constructing the shared use path.

• The contractor continues installing drainage, performing concrete work and earthwork, clearing & grubbing, and prepping for/installing sod. Motorists should expect construction vehicles and concrete trucks entering and exiting the roadway.

• Crews continue to construct the wildlife crossing/bridge. Next week crews are anticipated to begin work on the bridge deck. This work will of be outside of the travel lanes.

• Left turn lanes from Corkscrew Road are unavailable into Wild Blue Boulevard, Cypress Shadows Boulevard (The Preserve at Corkscrew), Midnight Blue Boulevard, and Bella Terra Boulevard. Left turns are still permitted, however they will be made from the travel lane. Where possible, barrels and other devices have been shifted to allow for as much room as possible for vehicles.

The work activities above are scheduled to occur, however unforeseen underground conditions and weather may affect this schedule.

WORK PERFORMED BY OTHERS:

• GL Homes is actively working in their development site across from Wild Blue Boulevard. Motorists should expect delays and use caution as construction vehicles enter/exit the roadway. On heavy haul days, GL Homes will be providing flaggers to reduce backups on Corkscrew Road.

• The Village of Estero is constructing the shared use path on the south side of the road from Ben Hill Griffin Parkway to Stoneybrook Golf Drive. The Village is currently designing the path to extend to the east property line of Bella Terra and on the north side of the road to east of Grandezza.

MOTORISTS ARE REMINDED TO OBEY THE POSTED SPEED LIMIT.

Please use caution and watch for workers and construction vehicles entering and leaving the roadway.

Sanibel Causeway Emergency Restoration: As a part of the Florida Department of Transportation’s (FDOT) Emergency Restoration of the Sanibel Causeway, crews continue work on McGregor Boulevard and the Sanibel Causeway from Port Comfort Road to Sanibel Island. The causeway islands surrounding the temporary roadway are an active work zone and are currently closed for public access, including from the water.

• As work progresses, motorists should expect isolated flagging operations on the Causeway during the nighttime/overnight hours of 8 PM to 5 AM.

• Crews continue driving sheet pile near the causeway islands.

• Crews are constructing the temporary roadway on the causeway islands. Later this summer, vehicles will shift to use the temporary road, allowing crews to raise the elevation of the existing, final roadway approximately 2 feet. Vehicles will be shifted back to the existing location once the final roadway is completed.

• Motorists should expect numerous dump trucks entering and exiting Punta Rassa. They are delivering armor stone to be used throughout the project.

• Motorists should expect periodic daytime delays for delivery/removal of materials and equipment, and for crews to remove trash from the roadway.

Many oversized vehicles are crossing the causeway to assist with recovery efforts on the island. Please be patient as travel may be slower than usual. Bicyclists are encouraged to utilize another mode of transportation to travel the causeway and pedestrians are not permitted on the Sanibel Causeway. Expect shoulder closures throughout the project. Imperial Shores Boulevard- Bonita Springs (ROW 2022-00816): Starting July 26, 2022, Andrew Sitework LLC. will be performing construction on Imperial Shores Boulevard from Bonita Beach Road to Tarpon Avenue. Work currently being performed consists of drainage installation and adjustments, pouring new concrete sidewalks and driveway aprons, installing curb & gutter, roadway rebuilding and resurfacing, grading and grassing swales within the ROW and installing new street signage. Motorists are required to follow all traffic control devices and/or direction of on-site Flagmen. Motorists are advised to use caution for their safety and safety of the workers. Construction is expected to continue through August 31, 2023.

We will be intermittently blocking the westbound north lane of travel between the hours of 8:00 AM and 4:00 PM for approximately 3 months in various locations. Along with sections of sidewalk. Leonard Boulevard S from Lee Boulevard to Hampstead Court (Permit ROW2022-00958): Pike Electric will be working on the overhead power lines. The projected start date is April 17, 2023. The said section of road will be subject to lane closures of the southeast bound right lane, between 9:00 AM and 3:30 PM.

College Parkway between Winkler Road and Southpoint Boulevard (ROW2022-01348): Essian Construction LCC will be performing sidewalk and roadway improvements from June 5, 2023, through August 7, 2023. Asphalt pavement, concrete sidewalk, concrete curbing, and drainage improvements will be performed. The right lane heading westbound on College Parkway, and possibly the middle lane, for short periods of time to tap the water service will be subject to lane closures. The lane closures will be between 9:00 AM and 3:30 PM on weekdays. Back Bay Construction will be providing maintenance of traffic services. Gateway Boulevard at Griffin Drive/Fairway Lakes Drive: Lee County is constructing a roundabout at Gateway Boulevard and Griffin Drive/Fairway Lakes Drive. Work continues to install utilities and construct the roundabout. Motorists should expect traffic shifts and lane closures through the duration of the project. Beginning Sunday, July 30, motorists should expect the following conditions at the intersection of Gateway Boulevard and Griffin Drive/Fairway Lakes Drive:

• Gateway Boulevard will remain reconfigured to have one northbound and one southbound lane in each direction. Two-lane two-way traffic will be accommodated in the existing northbound lanes to allow work on the west side of the intersection.

• The current configuration at Griffin Drive will remain as right turn only. Motorists who want to travel southbound on Gateway Boulevard from Griffin Drive, will need to turn right heading northbound and U-turn to head southbound.

• There will be no left turn from Gateway Boulevard to Griffin Drive. Motorists who want to travel eastbound on Griffin Drive, will need to travel southbound through the intersection and make a U-turn at Timber Ridge Drive.

• Fairway Lakes Drive will remain closed at the intersection.

• The posted speed limit has been reduced to 25MPH through the work zone. The existing posted speed limit of 35MPH will remain the same outside of the work zone.

Expect large construction vehicles in the area and watch for contractors in the field. The contractors will use Variable Message Boards (VMB) to notify the public about any traffic pattern changes during construction. The contractor is Wright Construction Group. The project is expected to be complete in one year. Work is estimated to be complete spring of 2024. Work is expected to occur Monday through Friday from 7:00 AM to 5:00 PM; however, some night and weekend work may be necessary. Estero Boulevard, Crescent Street traffic signal installation: Horsepower Electric will be constructing a new traffic signal at the intersection of Estero Boulevard and Crescent Street for Lee County DOT in the Town of Fort Myers Beach beginning Monday, June 12, 2023, with completion by Friday, September 29, 2023. Estero Boulevard will be subject to daytime lane closures while maintaining two-way traffic from 8:00 AM to 4:00 PM and nighttime lane closures between 7:00 PM and 6:00 AM. Big Carlos Pass Bridge Project -Construction Project: The project builds a new bridge over Big Carlos Pass, from Estrellita Drive on Fort Myers Beach to the Lovers Key State Park bayside entrance on Lovers Key. The new bridge will replace the existing moveable bridge over Big Carlos Pass with a fixed span bridge that will provide a vertical navigation clearance of 60 feet. The new bridge will be constructed on the Gulf side of the existing bridge, and will include one travel lane in each direction, bicycle lanes, a six-foot-wide sidewalk along the north side of Estero Boulevard, and a 10-foot-wide shared use path along the south side of Estero Boulevard. A parking area with access to the Lovers Key State Park and a future fishing pier will be included on the southeast side of the bridge. The project also includes relocation of existing infrastructure for Lee County Utilities and Bonita Springs Utilities.

Boaters are reminded to avoid the construction equipment and the temporary trestle that is in the water. Please use the channel when traveling through Big Carlos Pass.

FOR EVERYONE’S SAFETY, PLEASE STAY OUT OF THE ACTIVE WORK ZONE.

• On Friday, August 4, 2023, crews are scheduled to begin driving pile as a part of the trestle construction. The contractor will be building the bridge from this temporary trestle. Pile driving will continue through the duration of the project.

• Motorists should expect reduced speeds throughout the project area. Please follow the posted speed limit signs and plan for slowed traffic in the project area.

• Pedestrians should expect the sidewalk on the north (bay) side of the bridge to close temporarily. The sidewalk on the south (gulf) side of the bridge is open.

• Fishing from the Big Carlos Pass Bridge is restricted due to construction activities.

Drivers, pedestrians, and bicyclists are urged to use extra caution when traveling through the work zone as workers and construction vehicles are entering and leaving the roadway. Estimated completion is summer 2026. Project cost is approximately $90.8 M. The contractor is Superior Construction. Lee Boulevard from Sixth Court to Edwinstone Boulevard (ROW2022-01150): Pike Electric will be working on the overhead power lines. The projected start date is July 13, 2023. The Westbound far right lane, 500 feet at a time, will be subject to a lane shift from 9:00 AM and 3:30 PM. The projected end date is October 31, 2023. Alico Road and Ben Hill Griffin Parkway (ROW2023-00394): Pike Electric will be pulling out old utility poles for Florida Power & Light (FPL) and replacing them with new poles, wiring, and transformers. Work will begin on Wednesday, July 19, 2023, and continue through Friday, August 31, 2023. There will be Flagging 603 lane closures from 9:00 AM to 3:30 PM, along with 602 Shoulder closures which will take place on Alico Road to Ben Hill Griffin Parkway. North Lee County Wellfield Expansion Phase IIIA Project – Fort Myers (ROW2022-00030): Nalle Grade Road between Slater Road to Nalle Road – RPU will be commencing the Raw Water Main tie-ins via open cut and testing of the Raw Water Main from July 17, 2023, through August 30, 2023. Work will be performed along Nalle Grade Road from Slater Road heading east towards Nalle Road. Eastbound lane along Nalle Grade Road from Slater Road to Nalle Road will be subject to temporary daily lane closures. Traffic will be maintained with flagmen and opened up daily. Working hours shall be from 7:00 AM to 7:00 PM.

Winkler Road from Cypress Lake Drive to E College Pointe Drive (Permit ROW2022-01283): Pike Electric will be working on the overhead power lines. The projected start date is July 24, 2023. The northbound right lane, 500 feet at a time, will be subject to a lane shift from 9:00 AM and 3:30 PM. The projected end date is October 6, 2023. Sunset Road and Buckingham Road Intersection – Lehigh Acres, FL (ROW2023-00256): Mitchell & Stark Construction will be conducting utility connections and replacing existing drainage across Sunset Road, with new drainage pipe and structures on Wednesday, August 2, 2023. Lane closures for the drainage pipe install will happen between the hours of 9:00 AM to 3:30 PM. We will be removing and adding a new 24″ RCP pipe run under the entrance on Sunset Road from Buckingham Road. This will close the road down for the time of install. We plan on directing traffic and rerouting all vehicles to Gunnery Road North. Winkler Road from Villmoor Lane to Myerlee Country Club Boulevard (Permit ROW2022-01107): Pike Electric will be working on the overhead power lines. The projected start date is July 31, 2023. This section of Winkler Road will be subject to lane closures with flaggers, 300 feet at a time, from 9:00 AM to 3:30 PM.

Orange River Boulevard just west of Staley Road (ROW2023-00711): On Monday, July 31, 2023, Scisson Contracting along with Russ Berner Construction, will be installing a new water line. The project will require a daytime flagging operation from 9:00 AM to 4:00 PM, operated by Scott Contracting (Shain Green (239) 851-7081). The referenced phase of the project is expected to be completed by August 14, 2023. Motorists should use extra caution in this area and be prepared to stop. Three Oaks between Corkscrew and Coconut Lee County DOT, along with their contractor Community Asphalt will be paving roads in the specified location. Paving will start the night of Sunday, August 27th, and will tentatively go through September 7th. Work times will be from 7:00 PM to 5:00 AM. Motorists should use caution, as this area will have lane closures and uneven pavement. Please be aware of the advanced warning signs in these areas. The weather may affect start times and dates. Pritchett Parkway Turn Lanes (ROW 2023-00468): Mancini will be preforming roadway improvements beginning Monday, August 14, 2023, and continue through November 22, 2023. Improvements will include new base and sub grade work and storm work in the ROW, with additional Accel/ Decal turn lane with new stripping as needed. Mancini will be using Bob’s Barricade for MOT. Pritchett Parkway will be subject to lanes closure between the hours of 9:00 AM and 3:30 PM.

Daniels Parkway Bridge Approach: Lee County DOT, along with their contractor Community Asphalt, will begin Milling and Paving Daniels Parkway bridge approaches over ten mile canal starting the night of Sunday, August 20, 2023, thru August 21, 2023, from 8:00 PM to 5:00 AM. Motorists should use caution, as this area will have lane closures and uneven pavement. Please be aware of the signage in this area. The weather may affect start times and dates. Barret Road from Pondella Road to Yellow Creek Loop, North Fort Myers (ROW 2023-00302): Lightspeed will be performing a boring operation for Summit Broadband on the east side of Barret Road, utilizing the northbound lane as there is no shoulder for trucks and equipment. This will be a flagging operation with lane closure from 9:00 AM to 3:30 PM, Monday through Friday, starting August 21, 2023, not to exceed September 29, 2023. 2. Bridge Maintenance

New Pass Bridge: Lee County DOT and its contractor Villa-Fuerte Construction will perform maintenance activities on the New Pass Bridge. This project includes deck repairs and sidewalk crack repairs. During the project duration, sporadic lane closures will be necessary. Therefore, motorists and pedestrians are urged to use extra caution in this area. 3. Street Lighting Maintenance

Pine Rd, Fort Myers (ROW2022-00510): Irby Construction will be replacing poles down Pine Road for Florida Power & Light beginning July 31, 2023, through September 15, 2023. The west bound lane of Pine Road from Tamiami Trail to Allaire Lane will be subject to intermittent lane closures with flagging from 9:00 AM – 3:30 PM. Irby Construction will be working in Fort Myers (ROW2022-01078): Irby Construction will be replacing poles for the power lines for FPL beginning Monday, June 12, 2023, and continue through August 19, 2023. They will be working between the hours of 9:00 AM and 3:30 PM. Scotts will be providing the maintenance of traffic services and can be contacted at (844) 417-2688. The work will be performed at the following locations:

1. San Carlos Boulevard will have intermittent eastbound lane closures with flagging from Winter Haven Road to Riccardo Road.

2. San Carlos Boulevard will have intermittent westbound lane closures with flagging from Three Oaks Parkway to Eastshore Drive.

3. Three Oaks Parkway southbound right hand turn lane headed onto San Carlos Boulevard will have intermittent closures.

4. Three Oaks Parkway southbound outside intermittent lane closures from San Carlos Boulevard down to Pine Chase Drive.

Oriole Road & San Carlos Boulevard, Fort Myers (ROW2022-00627): Irby Construction will be replacing poles down Oriole Road and San Carlos Boulevard for Florida Power & Light beginning August 14, 2023, through October 6, 2023. The northbound lane of Oriole Road from Matanzas Road to Frank Road and the eastbound lane of San Carlos Boulevard from Oriole Road to Winter Haven Road will be subject to intermittent lanes closures from 9:00 AM – 3:30 PM. 4. Landscaping – Tree Trimming

County wide stump removal: Lee County DOT will be performing stump removal operations on roadways including but not exclusively Gunnery Road, Daniels Parkway, Cypress Lake Drive, Summerlin Road, US 41, Gladiolus Drive, and others. Work will begin on April 17, 2023, and be continuous until completed. Lane closures may occur between 9:00 AM and 4:00 PM, and motorists should use caution as workers, flagmen, and equipment will be present. Bell Boulevard: Lee County DOT will be trimming trees on Bell Boulevard between Milwaukee Boulevard and Jaguar Boulevard. Lane closures may occur between 9:00 AM and 4:00 PM, and motorists should use caution as workers, flagmen, and equipment will be present. 5. Traffic Signal Maintenance

Skyline Boulevard and Cape Coral Parkway, Cape Coral: Lee County DOT Traffic will be changing out the traffic signal cabinet at Skyline and Cape Coral Parkway on Thursday, August 03, 2023, from 9:00 AM to 4:00 PM. The traffic signal will be dark and law enforcement will be directing traffic. Motorists and pedestrians are urged to use extra caution in this area. Del Prado Boulevard and De Navarra Parkway (Cape Coral): American Infrastructure Services (AIS) will be installing a new traffic signal at Del Prado Boulevard and De Navarra Parkway. This project includes improved signalization and lighting. The project is scheduled to begin on Monday, July 24, 2023, and is anticipated to be complete in early 2024. To ensure the safety of motorists and construction crews, the speed limit on Del Prado Boulevard approaching the De Navarra Parkway intersection will be reduced from 50 mph to 35 mph. Left turns onto Del Prado Boulevard from De Navarra Parkway will continue to be restricted throughout construction.
